PROCLAMATION NO. 374/2003
A PROCLAMATION TO RATIFY THE CONVENTION ON THE MEANS OF PROHIBITING AND PREVENTING THE ILLICIT IMPORT, EXPORT AND TRANSFER OF OWNERSHIP OF CULTURAL PROPERTY
WHEREAS, it is found essential that Ethiopia Ratified the convention on the means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property signed at Paris on the 14 day of November 1970;
WHEREAS, the said convention is found to be paramount importance in protecting the Ethiopian Cultural Heritage;
WHEREAS, the House of people’s Representative of the Federal Democratic Republic of Ethiopia has Ratified said convention at its session held on the 28th day October, 2003;
NOW, THEREFORE, in accordance with Article 55 Sub Articles (1) and (12) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
1. Short Title
This Proclamation may be cited as “Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property Ratification Proclamation No. 374/2003.
2. Ratifications of the convention
The Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property signed at Paris on the 14 day of Nov. 1970 is herby Ratified.
3. Powers of Authority for Research and conservation of Cultural Heritage (ARCCH)
The Authority for Research and Conservation of Cultural Heritage is hereby empowered to undertake all acts necessary to the implementation of the Convention in co-operation with concerned federal and regional Government organs, non-Governmental organizations as well as with communities.
4. Effective Date
This Proclamation shall enter into force as of the 28th day of October, 2003.
